To ensure universal coverage of Smart LED Street Lighting in all areas of all ULBs and as Greenfield Smart-LED street light project is being implemented to cover the greenfield uncovered areas in all the 113 urban local bodies (ULBs) of Odisha, State Government today signed a tripartite agreement.
The agreement signing significant occasion was graced by Odisha Housing and Urban Development (H&UD) Minister Niranjan Pujari.
Except Bhubaneswar, which is being covered in another ongoing project), the sample survey has identified a total target of 61,079 LED bulbs and poles to be fitted at an estimated cost of Rs 269.83 crores.
The project will be implemented on PPP mode with three private agencies (M/s Surya Roshni Limited, M/s Crompton Greaves Consumer Electricals Limited and Ws Akanksha Power & Infrastructure Private Limited) selected through an open tender process, a press note stated.
So far the benefits of the project are concerned, it will be professionally managed and energy efficient Smart LED street lights will be fitted in all the uncovered areas of 113 ULBs (municipal areas) for an initial period of 7 years. It will not only contribute to substantial energy savings leading to improved ULB finances, but also help in avoiding Carbon emissions, prevent crimes and roadside accidents, the press note added.
It also stated that the project will create a safe environment for the citizens, especially women and children and increase economic development through enhanced night-time business opportunities.
The street lights are to be maintained by the implementing agencies and thus, operations and maintenance are covered for 7 years. The annuity payment of O&M charges by the ULBs will be made on quarterly basis.
So far funding of the project is concerned, 10% will be by the private partner, 10% by concerned ULBs, 50% grant by State Government and 15% loan & 15% grant from Odisha Urban Infrastructure Development Fund (OUIDF) for the ULBs.
Installation of Centralized Control and Management System (CCMS) that allows automated control capabilities and prevent wastage of electricity, helps in data analytics and promote smart management.
To streamline the functioning of street lights in all municipalities and NACs and reap the benefits of energy saving in street lighting, another programme is under implementation in partnership with EESL, a Government of India undertaking in all 109 Municipalities and NACs in Odisha with retrofitting of 2,38,000 conventional street light points with energy efficient smart LED lighting system with an investment of Rs 281.25 crore.
Under the retrofitting (replacement of conventional street lights with smart LED light system) mode, more than 2,65,000 bulbs retrofitted so far out of 3,19,000 and the remaining will be completed by March 2019.
Total investment in Smart LED Street Lighting Programme is about Rs 640 crores, the press note further stated.
